On the Storage tab, the setting Lock imported submittal documents is on by default. When on, importing submittal documents (whether by acknowledging the submittal or by manually importing a submittal's documents) will automatically set each imported document's status to Final, if the user who performs the import has their Document > Can set final status user setting turned on.

Turn this setting off if you do not want the status of imported submittal documents to be automatically set to Final.
